NYC's New Drone Permits: A Boost for Film, Television, and Live Broadcasts

New York City has long been a hub for film, television, and live broadcasts, attracting creative professionals from around the world. However, the use of unmanned aircraft (UA), including drones, has been heavily regulated in the city until recently. On July 21, 2023, the New York City Police Department (NYPD) introduced a new rule, 38 RCNY 24, that allows for the submission of applications to launch and land drones within the city. This move marks a significant shift in the regulations governing UA use and presents exciting opportunities for the entertainment industry.

The Evolution of Drone Regulations in NYC

Prior to the implementation of the new rule, section 10-126(c) of the New York City Administrative Code restricted most take-off and landings of UA within the city. However, with the introduction of rule 38 RCNY 24, individuals and businesses can now apply for permits to temporarily designate additional locations for the take-off and landing of UA, specifically drones, within the city. This rule does not apply to take-offs and landings in model aircraft fields designated by the NYC Department of Parks and Recreation.

Benefits for Film, Television, and Live Broadcasts

  1. Unique Aerial Perspectives: Drones equipped with high-quality cameras provide filmmakers, television producers, and broadcasters with access to stunning aerial shots that were previously difficult or expensive to capture. With the new drone permits, filmmakers can unleash their creativity and tell stories from unique perspectives, enhancing the visual appeal of their projects.

  2. Cost-Effectiveness: Drones offer a cost-effective alternative to traditional aerial filming methods, such as helicopters or cranes. By utilizing drones, production companies can save on expenses while maintaining exceptional production values.

  3. Increased Efficiency: Obtaining drone permits streamlines the process of aerial filming in the city. Instead of navigating complex regulations, filmmakers can focus on their creative vision and production without unnecessary administrative hurdles.

  4. Versatility and Mobility: Drones provide unmatched flexibility and mobility, making them ideal for capturing live events, sports, concerts, and breaking news. Live broadcasters can now cover dynamic scenes from various angles, giving viewers a more immersive experience.

  5. Reduced Disruptions: The new drone permits encourage responsible drone operations, minimizing disruptions to the public and ensuring safety during filming. Filmmakers and broadcasters will have clear guidelines to follow, leading to safer and more efficient shoots.

Applying for Drone Permits

The application process for drone permits is straightforward. Prospective applicants must submit a completed application at least 30 days in advance of the proposed take-off or landing date. However, under specific circumstances, the process can be expedited to 14 days for experienced operators who comply with all applicable laws and rules.

Applicants must possess a Remote Pilot Certificate issued by the FAA under Part 107 of Title 14 of the CFR. This certification ensures that operators have the necessary skills and knowledge to operate drones safely and responsibly.

NYC's new drone permits open up exciting possibilities for the film, television, and live broadcast industries. By providing access to unique aerial perspectives, cost-effectiveness, and increased efficiency, drones are set to revolutionize the way stories are told and events are covered in the city. The streamlined application process and clear guidelines will encourage responsible drone operations, ensuring that the skies above New York City remain safe for everyone. As the entertainment industry embraces this technological advancement, we can expect to see breathtaking visuals and captivating storytelling that takes productions to new heights.
